Japan bombed Pearl Harbor when there were no active hostilities between Japan and the US. Ukraine and Russia have been in a state of war for at least 3 years — any military installation in either country should expect an attack. Russia however feels that the war should only be fought outside its country — feelings don’t count in a state of war.
This was an absolutely brilliant low tech attack by Ukraine. These are both difficult to carry out and difficult to stop. And now Russia has to up their defences and security just when they want to start their summer offensive.
Every time Ukraine manages to bring the war to Russia, the Russian gov’t and some western conservatives claim this increased instability and nuclear retaliation. It’s nonsensical. The Russians know this but they also know this type of rhetoric works on some US Republicans. In this particular case, the attack actually lowered nuclear capability.
As the summer offensive begins, Ukraines best chance to mute the attacks lies in damaging infrastructure ie supply, transportation and communication since they don’t have the same manpower resources as Russia on the front line.
As for intelligence failures — its hard to detect these types of attacks. It’s doubtful the Americans or even the Europeans had any fore knowledge of the attack. If the Russians didn’t see it coming its doubtful anyone else could. Most analysts believe the Ukrainians have been far more secretive since the Trump administration begun (as have the Europeans).
