Does the refugee board decide on the basis of the civil war and the conditions when they left or do they say, the war is over, go back. After ten years, the time spent in the new country must be taken into consideration.

Why return to crimes that have been persecuted, crown inquiries made, recommendations implemented etc.
In the UK case, the prevailing feature was the girls were ignored because they were working class council girls and thus the police ignored them. And now we have Epstein files where girls are ignored because the perpetrators were the academic, political and economic elites. Its class again.
Also in the Epstein files, the elites discussed why the masses don’t revolt and acknowledged that left wing social theorists are correct — the elite keep the masses entertained and distracted. The reappearance of decade old crimes and news articles are to distract us from the crimes of the elite.
