“MOSCOW, Nov 19 (Reuters) – Russian President Vladimir Putin on Tuesday lowered the threshold for a nuclear strike in response to a broader range of conventional attacks, and Moscow said Ukraine had struck deep inside Russia with U.S.-made ATACMS missiles.
Putin approved the change days after two U.S. officials and a source familiar with the decision said on Sunday that U.S. President Joe Biden’s administration allowed Ukraine to use U.S.-made weapons to strike deep into Russia.
Russia had been warning the West for months that if Washington allowed Ukraine to fire U.S., British and French missiles deep into Russia, Moscow would consider those NATO members to be directly involved in the war in Ukraine.
The updated Russian nuclear doctrine, establishing a framework for conditions under which Putin could order a strike from the world’s biggest nuclear arsenal, was approved by him on Tuesday, according to a published decree.
Analysts said the biggest change was that Russia could consider a nuclear strike in response to a conventional attack on Russia or its ally Belarus that “created a critical threat to their sovereignty and (or) their territorial integrity”.
“The big picture is that Russia is lowering the threshold for a nuclear strike in response to a possible conventional attack,” said Alexander Graef, a senior researcher at the Institute for Peace Research and Security Policy at the University of Hamburg.
The previous doctrine, contained in a 2020 decree, said Russia may use nuclear weapons in case of a nuclear attack by an enemy or a conventional attack that threatened the existence of the state.
LOWER THRESHOLD
The doctrine said any attack by a non-nuclear power supported by a nuclear power would be considered a joint attack, and that any attack by one member of a military bloc would be considered an attack by the entire alliance, it said.
Russia’s defence ministry said Ukraine had struck Russia’s Bryansk region with six missiles, opens new tab, and that air defence systems intercepted five and damaged one.On the 1,000th day of the Ukraine war, Russia also included a broader definition of the data that could be used to indicate Russia was under mass attack from aircraft, cruise missiles and unpiloted aircraft.
The war is entering what some Russian and Western officials say could be its final and most dangerous phase as Moscow’s forces advance at their fastest pace since the early weeks of the conflict and the West ponders how the war will end.
Together, Russia and the U.S. control 88% of the world’s nuclear warheads. Putin is the primary decision-maker on the use of Russia’s nuclear arsenal.
Safe-haven assets such as government bonds, the Japanese yen and gold bounced sharply after the publication of Russia’s updated doctrine.

Russian diplomats say the crisis is comparable to the 1962 Cuban Missile Crisis when the two Cold War superpowers came closest to intentional nuclear war, and that the West is making a mistake if it thinks Russia will back down over Ukraine.
The Kremlin said Russia considered nuclear weapons a means of deterrence and that the updated text was intended to make clear to potential enemies the inevitability of retaliation should they attack Russia.
“Now the danger of a direct armed clash between nuclear powers cannot be underestimated, what is happening has no analogues in the past, we are moving through unexplored military and political territory,” said Sergei Ryabkov, Russia’s deputy foreign minister overseeing arms control and U.S. relations.
The main changes to the nuclear doctrine were flagged by Putin in September.
Asked whether publication of the decree was linked to Washington’s decision on allowing Ukraine to fire U.S. missiles deep into Russia, Kremlin spokesman Dmitry Peskov said the doctrine had been published in a “timely manner”.
“Nuclear deterrence is aimed at ensuring that a potential adversary understands the inevitability of retaliation in the event of aggression against the Russian Federation and/or its allies,” Peskov said.
If these allegations are true, why haven’t criminal charges been filed? Such a ‘bomb-throwing’ supporter of Trump would certainly be in legal crosshairs.

Putin changes the rules so he can use nuclear weapons? Since he has almost total control the rules make little difference. A little bit of preformative theatre. Perhaps to convince the domestic audience he is doing something?? The war is grinding on and yes Russia advances daily along the “front” in WW1 style attrition but the Ukraine incursions into Russia are creating problems
Putin created this problem almost three years ago and he’s still struggling with a way to extricate Russia and himself ie declare victory and quit. But the casualties are already at 700K with at least 150k of that number being killed. For comparison the Afghan-Soviet war lasted a decade with only about 25k deaths. There’s no real way out. Even if he manages to acquire some Ukraine territory, it’s still a loss.
Zelensky is being somewhat reckless right now using the lame duck status of the American admin to push forward. There’s a bit of urgency to make gains since he’s not entirely sure what the rules will be with Trump.
Putin has very little moves left to play as the war grinds on. He’s been reduced to using North Korean soldiers as cannon fodder as he’s run out of willing recruits and mobilisation will create domestic problems. Partial mobilisation a year ago created a run to the border. The use of battlefield nuclear weapons will solidify European opposition even among the neutrals like Ireland and Switzerland.
Putin has gotten himself stuck in “no man’s land” – no defeat but not enough victory.
As for senility — no matter how we assess the mental acuity of both Biden and Trump, the saving grace for the former was his willingness to delegate and listen to others. On the other hand Trump doesn’t have the same characteristics.
Interesting theory on the Gaetz nomination. Trump is still pushing despite the lack of Republican support because it will alter the standard for acceptable nominations and others will get by. Gaetz is the battering ram or sacrifice so Gabbard and RFK jr get in.
AJ — where’s the anti war left? Most of them are protesting the on-going genocide in Gaza. But they are split on Ukraine. Some are against any western support but others see it as self defence. Its one of the few times I’ve seen the anti war left hesitate. I’m usually the first one to criticise any western involvement in wars – Iraq, Afghanistan, Syria, Israel, Somalia, Libya, etc yet Ukraine is different. It could be its European nature, the idea of self defence or the fact it’s perpetuated by an authoritarian.
Yeah the Clinton Time headline is amusing. It really shows how distorting the Electoral College is – he won 370 to 168 with only 43% of the vote. Time for the popular vote even back then. Meanwhile this year its 50%. The House though looks to be 221 to 215. Same old.
NJ — let’s not kid ourselves, no matter how far left or right or populist a candidate is, the minute they win they want the pay and benefits. In Finland, private school is more or less banned, this forces politicians to make sure the public schools are well funded since their children and the elite’s children are attending. In Canada, its the same thing with health care. There are very few private options so politicians have to make sure the universal health care is good enough for even them. Imagine if the US politicians had to rely on Medicare — it would suddenly be well funded.
I’m sure McBride isn’t trolling but if she was she is brilliant. Suddenly the biggest issue for House Reps is their washrooms. Some analysis of the election campaign point out that the Republicans spent more time speaking about “woke” issues than Democrats. And I’m sure they will now. It seems to motivate the base.
The solution is obvious — have stalls with floor to ceiling partitions and then shared sinks etc. In some on the nicer public museums I’ve been to in Europe the washroom is unisex but the stalls are all floor to ceiling partitions and no urinals. Nobody cares about your equipment if there is absolute privacy.
Biden willing to delegate and listen? He had no choice..he’s not a leader and truly does not possess the brain capacity to make decisions on his own. That is why other nations have been lost any regard for our country. Trump is a leader and yes he does have good people surrounding him to make decisions.
And it is a sad commentary that we elect those to represent us yet they for the most part have no clue as to what their electorate faces day in day out. Putin changes the rules so he can use nuclear weapons? Since he has almost total control the rules make little difference. A little bit of preformative theatre. Perhaps to convince the domestic audience he is doing something?? The war is grinding on and yes Russia advances daily along the “front” in WW1 style attrition but the Ukraine incursions into Russia are creating problems
Putin created this problem almost three years ago and he’s still struggling with a way to extricate Russia and himself ie declare victory and quit. But the casualties are already at 700K with at least 150k of that number being killed. For comparison the Afghan-Soviet war lasted a decade with only about 25k deaths. There’s no real way out. Even if he manages to acquire some Ukraine territory, it’s still a loss.
Zelensky is being somewhat reckless right now using the lame duck status of the American admin to push forward. There’s a bit of urgency to make gains since he’s not entirely sure what the rules will be with Trump.
Putin has very little moves left to play as the war grinds on. He’s been reduced to using North Korean soldiers as cannon fodder as he’s run out of willing recruits and mobilisation will create domestic problems. Partial mobilisation a year ago created a run to the border. The use of battlefield nuclear weapons will solidify European opposition even among the neutrals like Ireland and Switzerland.
Putin has gotten himself stuck in “no man’s land” – no defeat but not enough victory.
As for senility — no matter how we assess the mental acuity of both Biden and Trump, the saving grace for the former was his willingness to delegate and listen to others. On the other hand Trump doesn’t have the same characteristics.

Interesting theory on the Gaetz nomination. Trump is still pushing despite the lack of Republican support because it will alter the standard for acceptable nominations and others will get by. Gaetz is the battering ram or sacrifice so Gabbard and RFK jr get in.

AJ — where’s the anti war left? Most of them are protesting the on-going genocide in Gaza. But they are split on Ukraine. Some are against any western support but others see it as self defence. Its one of the few times I’ve seen the anti war left hesitate. I’m usually the first one to criticise any western involvement in wars – Iraq, Afghanistan, Syria, Israel, Somalia, Libya, etc yet Ukraine is different. It could be its European nature, the idea of self defence or the fact it’s perpetuated by an authoritarian.
Yeah the Clinton Time headline is amusing. It really shows how distorting the Electoral College is – he won 370 to 168 with only 43% of the vote. Time for the popular vote even back then. Meanwhile this year its 50%. The House though looks to be 221 to 215. Same old.
NJ — let’s not kid ourselves, no matter how far left or right or populist a candidate is, the minute they win they want the pay and benefits. In Finland, private school is more or less banned, this forces politicians to make sure the public schools are well funded since their children and the elite’s children are attending. In Canada, its the same thing with health care. There are very few private options so politicians have to make sure the universal health care is good enough for even them. Imagine if the US politicians had to rely on Medicare — it would suddenly be well funded.

I’m sure McBride isn’t trolling but if she was she is brilliant. Suddenly the biggest issue for House Reps is their washrooms. Some analysis of the election campaign point out that the Republicans spent more time speaking about “woke” issues than Democrats. And I’m sure they will now. It seems to motivate the base.
The solution is obvious — have stalls with floor to ceiling partitions and then shared sinks etc. In some on the nicer public museums I’ve been to in Europe the washroom is unisex but the stalls are all floor to ceiling partitions and no urinals. Nobody cares about your equipment if there is absolute privacy.

Biden willing to delegate and listen? He had no choice..he’s not a leader and truly does not possess the brain capacity to make decisions on his own. That is why other nations have been lost any regard for our country. Trump is a leader and yes he does have good people surrounding him to make decisions.
And it is a sad commentary that we elect those to represent us yet they for the most part have no clue as to what their electorate faces day in day out. They are overly compensated for their positions and we have a group of out of touch leaders. I wish I knew the answer as to how to change it but those who “lead” make the calls. Thankfully our Congressmen retired and I know the person replacing him…he is down to earth and relates well to his supporters…praying he does not become jaded.
