Ohio and Arizona had a “red shift” on election night. Both states count absentee and mail in ballots as they arrive. On election night these results are released as soon as the polls close. Thus Biden jumped to an big early lead in both states — in Ohio, Trump slowly caught up but in Arizona, Trump didn’t have enough election day ballots to overcome Biden’s lead.
Meanwhile Penn and other states don’t start counting absentee and mailed in ballots until after the polls close. The election day ballots were counted first giving Trump an early lead but as the other ballots were counted, Biden passed him by. The order of the count creates an illusion — if Penn counted their ballots in the same sequence as Ohio or Arizona, then there would be no discussion of a blue shift.
Its no accident that in Arizona they chanted “count the vote” and in Michigan they changed “stop the count”. Its the order in which types of votes were counted that made the difference,
