We’re training some Qatari military pilots and their support crews at Mountain Home Air Base in Idaho (a USAF facility). We’re teaching them how to fly and maintain the F-15QA. Boeing specially built these planes for Qatar, and now we’re helping them figure out how to use them.

Yes, as part of the training package we’re building some new training sites in Mountain Home that the Qataris are paying for. That is not the same as “building foreign bases on US soil.” It’s still a USAF base in which the Qataris are our guests.
