I would have voted for MTG’s amendment. However, I would have also introduced a separate resolution or bill to sign the Ottawa Treaty and the Convention on Cluster Munitions to see if she was serious about banning cluster munitions.
These treaties were signed by over 100 countries but not Russia, China, Ukraine and the US (also the Baltics, Poland and Finland). Russians have used cluster bombs indiscriminately in the war. The US has agreed to send them to Ukraine with the condition they are used on in clearing trenches and not in urban areas. The problem with cluster munitions is the dud bomblets. Russia cluster bombs have a 40% rate per cluster – this means 40 out 100 bomblets wouldn’t detonate and would remain in the area for civilians to step on or pick up after the war. The US claims to have a 2-4% rate in optimal conditions. In reality I imagine its 10% and thus even if just used for clearing trenches outside urban areas, it would still leave ordinance for farmers to set off years later.
The Ukrainians have been very good at abiding by western conditions to the arms provided. They haven’t used western missiles to bomb Russia and now have so far only used cluster bombs to clear trenches. I would have voted for MTG’s amendment. However, I would have also introduced a separate resolution or bill to sign the Ottawa Treaty and the Convention on Cluster Munitions to see if she was serious about banning cluster munitions.
These treaties were signed by over 100 countries but not Russia, China, Ukraine and the US (also the Baltics, Poland and Finland). Russians have used cluster bombs indiscriminately in the war.
