New Americans? Only if they are citizens who have successfully completed the process.
in my experience, people from most other cultures have a much stronger appreciation and respect of the elderly than ours. Specifically: African and Latino/ Hispanic and Native American. The ones I have dealt with have been very tender and caring, noticing what is needed before the patient notices.
On the other hand, I have spoken with and watched in action some of our locally provided caregivers. Several have said they hate their work and only do it for the job, complaining about the patients. Others enjoy their work and love the patients but we have a shortage of health care workers.
